If someone tries to fill the Google Form again, a warning message will be displayed saying ”You've already responded. You can only fill out this form once. Try contacting the owner of the form if you think this is a mistake.”

If someone else created the Form, then they are the Owner and they may have deleted it. If that's the case, you must contact them to ask about undeleting and restoring your access.. If you are the owner, then you must have accidentally deleted the file. If so, go to Drive.Google.com and look in the trash.
